It's the latest version of what's considered to be the "first console MMORPG". It was originally for Dreamcast, which received the original version and Episode II. However, the Dreamcast version's servers are no longer available as Sonic Team shut them down. They were rampant with cheaters and people hellbent on corrupting your character or even your entire memory card.
There have been newer versions of PSO for GC and Xbox that are still playable, I think, but they suffer from the same kinds of cheaters due to the fact that your characters are stored locally (on your memory card), not on a server.
Blue Burst is the second PC incarnation of the game. It features something that should have been there in the first place: All data is stored server-side, making it much much harder to hack.
Anyways, the game itself is technically an online version of the old Phantasy Star series, rather it features similar types of characters, spells, and the general futuristic spacy theme. Technically, it isn't an MMORPG because at maximum, 4 people are allowed per party, and each party gets their own instance of the game world. Either way, it is still a very fun game.
I't wont let me download the Patch, it says that it's unable to connect to the server o.O
