It's a percent, though I don't think it is 1% per point.
If I remember right, defense is 1% per point, and attack is like .8, so that's why full attack sets vs full defense sets cannot inflict 'normal' avatar-off damage.

Also, keep in mind that if I remember, attack just adds to the damage of each shot, but defense adds to the defense of the mobile rather than just subtract a percentage of damage per each shot..It's a bit confusing sounding, but it means that basically...any mobile is going to benefit from attack equally (Except Aduka), rather than how defense is most effective with mobiles that have high defense already.

Oy. I thought my old post on GBHQ cleared this up.

Defense is 0.7% per point, cumulative with mobile base defense. This means that 50 def is 35% more damage reduction, but if you include it with an Armor's 25% base defense it becomes 60% total damage reduction, indicating 35%/75% == 46% visible damage reduction on top of the mobile's already high defense. Bigfoot has 10% base defense and is the lowest in the game.

The reason that they cannot couner each other does not have to do with that, but has to do with the fact that returns for defense are non-linear while returns for attack are not. 100%/50% is 200%, but 100%+50% is only 150%. Think about that for a bit.

Oy, if the dude had the decency to keep the site up or at least to preserve old useful posts, we wouldn't have to reinvent the wheel... I never got the chance to browse archives.

That, I agree with. :P I still think it was fairly crappy to just shut it down without letting anyone get what they want first, considering it had sounded like he had changed his mind on that.

That being said it was on the strategy guides section for a month or two.

As I recall most mobiles have about 20% base defense, including Boomer, and Turtle had 30%. I think JD had 15%, but don't quote me on that. Beyond that I really didn't test much, consider it was a royal pain in the ass to find these values out in the first place.

I think I remember that post now, your values ended up being:
10% bigfoot
15% cake/boomer
20% lightning
25% armor
30% turtle
