Teleport is basically a must for me no matter when setting or mobile I use.  You can't ignore the value of better position or reset intiative.  In this case, it's the former which can cause them to run into a stop or fall area if you are able to prepare well enough.

this may answer your shot weight questions- the #'s are "what angle at full force goes exactly one screen distance?" and directly correspond to shot weight:

something else i didn't see mentioned here: lightning is an awesome mover that at the very least can scoot away to the little 'peaks' of land that are created by shot explosions, creating more difficult shots for the nak.  and if you keep moving around in general you can often entice a careless nak to undershoot a bit, which gives you a temporary shelter if you can hide close behind the shot crater.  you can sometimes see stubborn (stupid) naks trying to hit you anyway by going for the perfect underground shot and usually missing and just enlarging your 'protection trench'.  at least that can buy you some turns...

I'll try this later with a friend to see how rough it is. I'm thinking plant lots and lots of shot 1s directly in front of you until he can't hit with shot 2 at all, then start nuking land to actually hit him.
